Like the militants who gave you the first issue, those newspapers were distributed on the streets, by yelling. It is in the second hald of the 19th century that this distribution method became widespread, carried by a few innovative newspapers that were trying to appeal to a new popular readership.

Investing the Congress space. Beyond the multilingualism of these public spaces, the international congress comers have to take over the place. Visually, physically.

Ahead of time, through the signage and the communication mediums in many languages, in the seminar room with lists of usual words in every represented language. In investing the “environnement suscitant”, meeting and exchanging place for all congress comers, whatever their nationality is.

Physically, by familiarizing themselves with the campus. By starting their congress path by discovering the premises, understanding them, assimilate them.  By seeing and being seen. Since Monday morning, we can see a group on the campus lawns, across the university restaurant. What are those people doing so early? They are acting funny: they are running, pointing at each other, yelling “zip” or “zap”… Group leaders are everywhere and conviviality is the queen. What is happening when education and youth associations from all around the world gather? They play. Before all. And they define at the same time the basis of those two days of seminar. The attendees form a circle. We can hardly imagine more equality, all of them at the same distance, or the same proximity to each other. In their approach, the Ceméa have to use the methods that characterise them so well:  this seminar is like this circle. This is not a traditional and formal training situation, but an exchange and sharing time between peers.

They also position themselves, physically, in relation to the other congress members already there. By being a part of the overseas party. Because those attendees, who are they but representatives of an oversea? Beyond the Mediterranean for some, beyond mountains or rivers for others, terrestrial borders that are nonetheless gaps we have to fill or is it the other way around? Gaps we have to use, to highlight, to enhance. Magnifying this space and use it. Transposing, using this distance in the Congress space itself, as a way of exchanging, sharing and discovering from and with another… and so as a way of proximity.

Monday morning, we are still in the Pre-Congress time but for some work has already started. It is the case of the 40 attendees of the International Seminar. Members of associations associated with the CEMEA across the world but also militants and permanent employees of the regional associations of the CEMEA. Attendees coming from Germany, Spain, Italy, Portugal, Russia, Belgium, Algeria, Morocco, Tunisia, Cameroon, Hungary, Latvia, Martinique, Guadeloupe, Reunion Island and mainland France.

2015 is a year full of innovations and experimentations for the CEMEA Congress. It is especially the first time that an International Seminar is being held at the same time than the Congress. Attendees have many expectations regarding the seminar but also the Congress. Katerina, European volunteer in CEMEA Centre, is coming from Russia and is thrilled to be a part of this event that has no equivalent in her country. She thinks that she and all the other attendees can “see what is done in France and take inspiration in the experience of the CEMEA” in their respective countries. The topics addressed during the seminar will keep on feeding the conferences and the focus groups proposed through all of the Congress.

But the presence of the international seminar is also important for the congress comers. The presence of partners coming from all around the World will provide a lot to the Congress work through an intercultural insight, an exchange of experiences and activities and the discovery of others. It goes into its spirit of openness and a will to start working together, with one another again, to make up the future of the national association of the CEMEA as a part of an international network, which works only with others. The reflexion of the attendees on the topic of youth will feed the one of all congress comers.

Indeed, the goal of the 2015 Congress is to lay the basis of tomorrow’s CEMEA. “Think and act the future” tells the slogan of this 11th edition. And who better to think and live the future than the youth? Those who carry the CEMEA today and will carry it tomorrow. But also every young person in general. Those who constitute an essential part of our societies that are at the core of our associations’ actions. It is on this topic that the European and International seminar is focusing. By questioning the position of youth in the associative life and civil society.

To question ourselves, to diagnose this situation, this role of youth to eventually offer some recommendation concerning youth and young people. But of which youth are we talking about? What is youth? Which issues do young people encounter in the different countries represented? And what about youth associations? How can we explain those problems, this situation? It is with those questions that the reflexion times of this seminar have started. By confronting their reflexions, their experiences during the week, the attendees of the seminar will be able to lay on their level the basis for the actions of tomorrow’s CEMEA in the field of youth and those of their associated associations.

Let’s meet again at the end of the week with the first elements of response and pieces of advice.

Participating in numerous activities is an essential component of the experience of the Congress. As such, the activities contribute to the efficient running of the Congress and contribute to the reflections of CEMEA of tomorrow. Each proposed activity will include a practical dimension in support of the reflection. Each moment will be structured around three points:
Practical activities.
Analysis of these activities and their implementation accordingly to the principles of the New Education.
A more general debate about the meaning of these activities in the project of CEMEA, their issues for today and tomorrow. It will allow, similarly as the other moments of the Congress, to propose for the GDC the aspects that could be included in the syntheses of the end of the Congress.
Numerous areas of actions and activities will be offered, and will allow everyone to build his/her own path. These activities will take time at 3, 6 or 9 h. Few examples of the activities: discovering the environment, physical activities and sports, group games, technical and scientific activities, outdoor activities, activities of expression and of ‘media’.
Registration for the activities will take place on site, according to everyone’s wishes and choices, regarding the constraints of each activity. It is important not to forget to bring/provide the equipment according to your activity you are planning to engage in.

The opening conference: Edwy Plenel was asked to discuss the present-day issues noticeable in the society based on these keywords: democracy, participation, citizenship, dream…. and also to share with us his point of view concerning the major societal challenges and how such movements as ours should prepare in regard to them.
The public opening. During this session we will host the regional guests. The session is intended as a time to reaffirm our identity of a movement of New Education, our foundations and our values. This time will also allow reaffirming the permanent commitment of our movement on major present-day issues. Besides, it will provide with the framework for the Congress and the logic of different contents, as the importance of the construction by each participant of his/her own path during the event (location: Amphitheatre Weil).

Round table debates
Educational success, continuity and consistency of time and space, education has become a collective issue, a social issue.
In times of distrust that amplifies towards the Institutions of the Republic and in times of doubts regarding the ability to influence the course of events, the school and more importantly all the educational spaces must one again become fertile lands of trust, of community life and empowerment to act promoting the construction of the civic identity.
We know that the answers to the challenges of today are of social, ideological and educational origins.
The round table debates will permit to address the following issues:
In recent year what have been social was succeeded by economic and educational issues, the reality is complex….
The project of our movement of the New Education is in itself a political project of social transformation and of emancipation of citizens. When we talk of education today we are not necessarily talking of emancipation…
The challenges that we are facing today are noticeable in both the curricular and extracurricular areas. If we had to extract, identify, prospect the 3 major challenges for a movement as ours in the future…

Laïcité, ideological references and challenges on the ground
Laïcité is currently a significantly discussed topic… The conference held by philosopher Henri Pena-Ruiz at the European Festival of movies of education in Evreux could be seen as the basis for our reflections. However, we have an ambition concerning this topic in the framework of the Congress: this is the ambition of becoming able to make a link between conceptions, ideological approach and the challenges we face on the field. The 800 activists who will participate in the Congress are all the stakeholders in the domain of education: teachers, youth workers, social workers, and educators. We need to make these ‘bridges’, these links, in order to determine, to agree, on the educational stances in the daily life. In the history of our movement we have produced several reflections on the topic, however, we must advance concerning the articulation of the conceptions (differing among the activists of CEMEA) and our experiences carried and supported by our teams every day.

Europe & International, European Issues by 2020
The geographical and political construction of the European Union, the social events that took place during the last four years (the Arab spring and the wars that followed, the economic crisis in Europe, and so on), administrative restructuration of France are only few of the different elements to apprehend the complex context in which we live. Which markers and major trends are at work?
In understanding this complex context, CEMEA distinguish three main issues: education and its instrumentalisation; the contradictory injunction between the promotion of mobility and the rejection of migration; the territory and the territories.

10 years after « les temps libérés », what future for the collective leisure time?
This activity concerns sharing the elements from the latest researches or studies (the place of the collective practices in the field of leisure and non formal education in the broader field of leisure time; who chooses and based on what criteria: families, children or young adults? what evolutions today?) but also, based on this data, to attempt to make a ‘prospective’ analysis of what we perceive as the very future for stakeholders of collective leisure and non formal education.
Psychotherapy and institutional pedagogy: Reinventing possible!
Institutional psychotherapy and intitutional pedagogy are practices, which are not only used in institutions like schools, psychiatric  and healthcare institutes .This practices have a political and pedagogical dimension and constitute a reference for our movement. In everyday life, spaces for dialogue, we call institutions, are created. These institutions developp and transform themselves, in the framework created by the speech and opinion of the group but although of each member. They are spaces for building the “living together” and its environment.

Faced with the liberal management at work in some institutions, and without any nostalgia, the support group or the council set up at school, in social centers, in healthcare or psychiatryc institutes,  provide meaning. They are places that connect people, where the desire comes alive, where the receptacle’s function of the institutional speech occurs. The aim is to reflect on what purpose does it serve and which kind of speech do we talk about. Then weaves for people, the process of disalienation from their own institution. The CEMEA can promote the emergence and creation of these institutions to survive, create, think and resist related to institutional psychotherapy, institutional pedagogy.

What place for the cultural practices today in the life of the city?
Based on the following questions ‘which place today for artistic practices in the life of the city ? And how? Why shall we support and promote artistic practices ? And how?’ we might open a reflection on the issues such as artistic production and reception of artistic propositions in a perspective of social transformation.

‘CEMEA of the Overseas’, the specificities and collective echoes
This round table debate aims at raising awareness, at sharing among congress’s participants the reality of regional associations of CEMEA from Overseas, in their singularities but also in their echoes with the movement of CEMEA. This is the opportunity as well to reflect collectively on how these associations from Overseas  are  an enrichment for all members of CEMEA in a context of globalization and in a necessary alterity with tothers in their social, cultural and political dynamics.

Movement of education and development
The collective work done in the research on ‘Education and Development’ aims at contributing to qualify, to name and to better identify the processes of development set up by the movement of education. We expect that a serious identification of this paradigm of intervention of CEMEA will contribute to build a strategic development and in this manner to face to the situations of crisis by taking into account the production activity.
The aim is less to look for ‘the’ solution, ‘the right method’ or worse,  ‘the good practice’,  than to identify and treat the aspects that will permit our movement, our association, to set in positive tension the relation between the political, social and institutional contexts in constant evolution and our identity and activities. The aim is to think and  then to act ‘the’ development, ‘our’ development, the one that we will have chosen.

The activities of the Congress will take place on the campus of St Martin d’Hères. Consequently, the spaces for work, meetings, debates, exhibitions and other convivial spots will be situated in the same area of the campus. To facilitate the organization the activities will be dispersed in the premises of the University Pierre Mendès France (UPMF), the Institute of the Political Studies (l’Institut d’Études Politiques, IEP), the Amphitheatre Weil and the Zone of Student Life (l’Espace de Vie Étudiante, EVE). All these spaces as well as the area of eating, CROUS Diderot, are close to each other. The participants of the Congress will be accommodated in the University campus as well (Cités Universitaires du campus).
The core of the Congress will be dispersed to different places. The General Secretariat of the Congress, the GDC and the reception point of the Territorial Association of Rhône-Alpes will settle in the IEP. The various working groups, round tables, and the ‘arousing’ environment will be taking place in numerous lecture halls, amphitheaters, and the galleries of the IEP and UPMF. The friendly space for the meetings with a bar and an open stage will be located in the EVE building.
The setting of the campus is very pleasant with lots of green areas and easily accessible from the city center of Grenoble.
The different moments of the Congress
As you might have already remarked from the dynamics of preparation, the Congress of 2015 is different in its content as well as in its principles of organization and participation. Differently from previous Congress, no new associative text will be generated, as the current National Project remains effective till 2018.
However, the idea of the Congress keeps an essential ambition that cannot be put aside: Congress is a time share with others our analysis on our environment, to discuss and reflect on actions that are essential for the future development of our the movement, actions that can be leveraged in the network and participate in reflecting how and in what domains CEMEA will be acting in the upcoming years. The participants are invited to benefit from the round table debates (Priority 1), the interactions, activities, and discoveries of exhibitions, focus groups, and other experiences accessible during the Congress in order to situate oneself in the future project of our movement (Priority 2).
Finally, the Congress is a place to take time to discuss, exchange point of views with other activists, work together on different courses of actions that remain today in the mantra, an unfinished utopia, to measure the relevance and possible modalities for implementation of these courses of action within the network (Priority 3).
In short, to spend time with other activists of CEMEA, to spend time together and benefit from the essential collective moments and thereby put efforts that this Congress achieves its objectives.
The terms of participation. The Congress is to give to everyone of us a possibility to take responsibility in constructing his/her own path. This one can do by participating in the conferences and round table debates, presentations of the focus groups, by discovering the ‘arousing’ environment in the galleries and amphitheaters, by participating in the activities of their own choice and contributing to the exchanges of thematic groups destined to discuss the possibilities for the movement of tomorrow…. in line with our ambitions!
Given the final program that will be distributed on site, each participant has to choose for himself/herself in what activities she/he wishes to participate and thereby construct her/his own path.
Certain participants of the Congress could begin the first day by participating in the round table debate or conference; the others might choose to discover the activities and areas such as the ‘arousing’ environment, to visit exhibitions, and choose activities for the following days.
Later the participants are invited to continue their day by participating in the presentation of focus groups or by visiting exhibition in the ‘arousing’ area. In the afternoon and on the following days the same possibilities of choice are proposed: roundtable debates, focus groups, ‘arousing’ environment enriched by other propositions of activities and thematic working groups of the Priority 3 of the Congress.
The modalities of registration for different activities will be specified and a support system will be put in place during the Congress.

It is a central element of this congress. We wish to propose about a hundred focus groups, testifying the diversity of the CEMEA’s actions in the territories. But not only its diversity. It will be actions submitted and organised by our movement’s militants. Actions that are a part of the territorial project, actions that are, through their relevance, their object, their achievement conditions, their implementation methods, potential support for the development of tomorrow’s CEMEA.

All focus groups have still to be finalised but we can already say they address educational, cultural and social issues, in the heart of educational and citizen fights carried by the movement: the fight against discrimination, commitment and responsibility, school success and the fight against exclusion, the development of emancipating teaching approaches, the building of a solidary world in a durable environment, the right to mobility for everyone in Europe, the participation to the cultural diversity and the critical consideration of all media, the local development serving everyone… There will be about a hundred propositions, listed in the “Congress catalog” which will be handed on location. You will find all the focus groups, presented and indexed with keywords, allowing a global vision and stressing the diversity of those propositions.

It will be one component of the Congress. As such, the activities will contribute to Congress researches and fuel, as the other work sessions, the reflexion about tomorrow’s CEMEA. Thus each activity proposition will include a practical dimension, reflexion support. Each moment will be structured around three axes :

  • activities practice
  • an analysis of those practical moments to visit or revisit the implementation of new education principles
  • a more general debate on the meaning of those activities in the CEMEA’s project, their stakes for today and tomorrow. It will allow, as other work situations of the Congress, to relay elements to the GDC that will contribute to the conclusive synthesis of the congress.

Many fields and activities will be proposed and will allow each one to build his or her own path. They will take place on 3, 6 or 9 hours time slices. For example, activities will be proposed to discover the environment, physical and sports activities, collective games, technical and scientific hand activities, outdoor activities, expression or “media” activities…

The registration will take place on location, according to your wants and choices, as far as possible, considering each activity’s inherent conditions. Nonetheless anticipate and take every equipment you could need regarding your wishes.

This concept is typical of the CEMEA ! This environment will be about giving things to see, letting people meet, practicing with others at given times. Each will be able to discover practices and fields yet to be invested or rediscovered, but also to inform him or herself or share with each other… The places and moments dedicated to this « arousing » environment come within the general approach of the Congress, in a way that they are conceived to be open, inviting to act, share, think collectively.

Inside the specifically-designed areas, in different spaces of the Congress, meetings can thus be arranged to present, animate, accompany an exhibition, share an experience, discover an installation… Each of you can, according to his or her areas of interest, build his or her own path through the propositions, between permanent and temporary exhibitions, targeted meetings with other congressmen and women, national or territorial educational groups… The “arousing” environment is a core part of each congressman and woman’s path and will allow him or her to alternate the work forms and situations by managing this path. There will be no prior registration for the propositions made within the context of the “arousing” environment.
